- Continental Star Football Club is responsible for setting standards and values to apply throughout the club at every level. Football belongs to and should be enjoyed by everyone, equally. Our commitment is to confront and eliminate discrimination whether by reason of sex, sexual orientation, race, nationality, ethnic origin, colour, religion or disability.
- Equality of opportunity at Continental Star Football Club means that in all our activities we will not discriminate or in any way treat anyone less favourably, on grounds of sex, sexual orientation, race, nationality, ethnic origin, colour, religion or disability. This includes:
- The advertisement for volunteers.
- The selection of candidates for volunteers.
- Courses.
- External coaching and education activities and awards.
- Football development activities.
- Selection for teams.

General
- Continental Star Football Club is committed to a policy of equal treatment of all members and requires all members of whatever level or authority, to abide and adhere to this general principle and the requirements of the Codes of Practice issued by the Equal Opportunities Commission and Commission for Racial Equality. All members are expected to abide by the requirements of the Race Relations Act 1976, Sex Discrimination Act 1986 and Disability Discrimination Act 1995.
- Specifically discrimination is prohibited in:
- Treating any individual on grounds of gender, colour, marital status, race, nationality or ethnic or national origin, religion, sexual orientated or disability less favourably than others.
- Expecting an individual solely on the grounds stated above to comply with requirement(s) for any reason whatsoever related to their membership, which are different to the requirements for others.
- Imposing on an individual requirements which are in effect more onerous on that individual than they are on others. For example this would include applying a condition (which is not warranted by the requirements of the position) which makes it more difficult for members of a particular race or sex to comply than others not of that race or sex.
- Victimisation of an individual.
- Harassment of an individual (which for the purposes of this policy and the actions and sanction applicable thereto is regarded as discrimination).
- Any other act or omission of an act, which has as its effect the disadvantaging of a member against another, or others, purely on the above grounds. Thus, in all the Club’s recruitment, selection, promotion and training processes, as well as disciplinary matters etc. – in other words all instances where those in control of members are required to make judgemental between them. It is essential that merit, experience, skills and temperament are considered as objectively as possible.
- Continental Star Football Club commits itself to the immediate investigation of any claims of discrimination on the above grounds and where such is found to be the case, a requirement that the practice cease forthwith, restitution of damage or loss (if necessary) and to the investigation of any member accused of discrimination. Any member found guilty of discrimination will be instructed to desist forthwith. Since discrimination in its many forms is against the Football Club’s policy, any members offending will be dealt with under the disciplinary procedure.
- The Football Club commits itself to disabled person whenever possible and will treat such members, in aspects of their recruitment and membership, in exactly the same manner as other members, the difficulties of their disablement permitting assistance will be given, wherever possible to ensure that disabled members are helped in gaining access. Appropriate training will be made to such members who request it.
Code of conduct for Coaches Players & spectators
- Coaches must respect the rights, dignity and worth of each and every person and treat each equally within the context of the sport.
- Coaches must place the wellbeing and safety of each player above all other considerations, including the development of performance.
- Coaches must adhere to all guidelines laid down by governing bodies.
- Coaches must develop an appropriate working relationship with each player based on mutual trust and respect.
- Coaches must not exert undue influence to obtain personal benefit or reward.
- Coaches must encourage and guide players to accept responsibility for their own behaviour and performance.
- Coaches must ensure that the activities they direct or Advocates are appropriate for the age, maturity, experience and ability of players.
- Coaches should, at the outset, clarify with the players (and, where appropriate, parent) exactly what is expected of them and also what they are entitled to expect from their coach.
- Coaches must co-operate fully with other specialists (e.g. other coaches, officials, sports scientists, doctors, physiotherapists) in the best interests of the player.
- Coaches must always promote the positive aspects of the sport (e.g. fair play) and never condone violations of the Laws of the Game, behaviour contrary to the spirit of the Laws of the Game or relevant rules and regulations or the use of prohibited substances or techniques.
- Coaches must consistently display high standards or behaviour and appearance.
- Not to use or tolerate inappropriate language.
Obligations towards the game, a player should:
- Make every effort to develop their own sporting abilities, in terms of skill, technique, tactics and stamina.
- Give maximum effort and strive for the best possible performance during a game, even if his team is in a position where the desired result has already been achieved.
- Set a positive example for others, particularly young players and supporters.
- Avoid all forms of gamesmanship and time wasting.
- Always have regard to the best interests of the game, including where publicly expressing an opinion on the game and any particular aspect of it, including others involved in the game.
- Not use inappropriate language.
Obligations towards one’s own team, a player should:
- Make every effort consistent with Fair Play and the Laws of the Game to help his own team win.
- Resist any influence which might, or might be seen to, bring into question his Commitment to the team winning.
Respect for the Laws of the Game and competition rules, a player should:
- Know and abide by the Laws, rules and spirit of the game, and the competition rules.
- Accept success and failure, victory and defeat, equally.
- Resist any temptation to take banned substances or use banned techniques.
Respect towards Opponents, A player should:
- Treat opponents with due respect at all times, irrespective of the result of the game.
- Safeguard the physical fitness of opponents, avoid violence and rough play, and help injured opponents.
Respect towards the Match Officials, A player should:
- Accept the decision of the Match Official without protest.
- Avoid words or actions which may mislead a Match Official.
- Show due respect towards Match Officials.
Respect towards Team Officials, A player should:
- Abide by the instructions of their Coach and Team Officials provided they do not contradict the spirit of this Code.
- Show due respect towards the Team Officials of the opposition.
Obligations towards the Supporters, A player should:
- Show due respect to the interests of supporters.
Obligations towards the Game, The team official should:
- Set a positive example for others, particularly young players and supporters.
- Promote and develop his own team having regard to the interest of the Players, Supporters and reputation of the national game.
- Share knowledge and experience when invited to do so, taking into account the interest of the body that has requested this rather than personal interests.
- Avoid all forms of gamesmanship.
- Show due respect to Match Officials and others involved in the game.
- Always have regard to the best interests of the game, including where publicly expressing an opinion of the game and any particular aspect of it, including others involved in the game.
- Not use or tolerate inappropriate language.
Obligations towards the Team, The team official should:
- Make every effort to develop the sporting, technical and tactical levels of the club/team, and to obtain the best results by the team, using all permitted means.
- Give priority to the interests of the team over individual interests.
- Resist all illegal or unsporting influences, including banned substances and techniques.
- Promote ethical principles.
- Show due respect to the interests of players, coaches and other officials, at their own club/team and others.
Obligations towards the Supporters, The team official should:
- Show due respect to the interests of supporters.
Respect towards the Match Officials, A team official should:
- Accept the decisions of the Match Official without protest.
- Avoid words or actions which may mislead a Match Official.
- Show due respect towards Match Officials.
Parents / spectator’s expectations and attitudes have a significant bearing on a child’s attitude towards:
- Other players.
- Officials.
- Managers.
- Spectators.
- All parents / spectators within our club are to be positive and encouraging towards all of the children not just their own.
- All parents / spectators are desired to:
- Applaud the opposition as well as you own team.
- Avoid coaching the child during the game.
- Not to shout and scream.
- Respect the referee’s decision.
- Give attention to each of the children involved in football not just the most talented.
- Give encouragement to everyone to participate in football.
- All parents / Spectators within our club are requested to agree and adhere to our club’s Code of Conduct and Child Protection Policy.
Our Child Protection Policy
- Any act, statement, conduct or other matter which harms a child or children, or poses or may pose a risk to a child or children, shall constitute behaviour which is improper and brings the game into disrepute.
- In these Regulations “offence” shall mean any one or more of the offences contained in the schedule 1 to the children and young persons Act 1933 and any other criminal offence which reasonably causes the association o believe that the person accused of the offence poses or may pose a risk of harm to a child or children
- Upon receipt by the association of:
- Notification that an individual has been charged with an offence; or
- Notification that an individual is the subject of an investigation by the police, social services or any authority relating to an offence or
- any other information which causes the Association shall have the power to order that the individual be suspended from all or any specific football activity for such period and on such terms and conditions as it thinks fit.
- In reaching it determination as to whether an order under Regulation 3 should be made The association shall give consideration, to the following factors:
- Whether a child is or children are may be at risk or harm;
- Whether the matters are of serious nature;
- Whether an order is necessary or desirable to allow the conduct of any investigation by The Association or any other authority or body to proceed unimpeded
- The Period of an order referred to in item 3 shall not be capable of lasting beyond the date upon which any charge under the Rules of The Association or any Offence is decided or brought to an end.
- Where an order is imposed on an individual under Regulation 3 above, the association shall bring and conclude any proceedings under the Rules of The Association against a person relating to the matters as soon as reasonably.
- Where a person is convicted, or is made the subject of a caution in respect of an Offence, that shall constitute a breach of the Rules of The Association shall have the power to order the suspension of the person from all or any specific football activity for a period (Including Indefinitely) and on such terms and conditions as it thinks fit.
- For the purposes of these Regulations, the Association shall act through its Council or committee or sub – committee thereof, including the board
- Notification in writing of an order referred to above shall be given to the person concerned and/ or any club with which he is associated as soon as reasonably practicable
Our Vulnerable Persons Policy
- Definition of a vulnerable person:
A vulnerable person is any person with a learning or physical disability or physical or mental illness, which results in their being incapable of protecting themselves from abuse and where their moral well being maybe over powered.
- Policy Statement
- Continental Star Football Club recognises that some members by virtue of their age, disability or illness may be vulnerable to, be experiencing, or have experienced abuse.
- Continental Star Football Club will pass on concerns or allegations of abuse promptly to the appropriate agency.
- Continental Star Football Club will not employ any person who has a conviction for the abuse of a child or a vulnerable adult. Continental Star Football Club undertakes enhanced checks with the Criminal Records Bureau on all of it coaching staff.
- Continental Star Football Club reserves the right to refuse to enrol any person who has a conviction for the abuse of a child or a vulnerable adult.
- Continental Star Football Club will promptly act upon and report any allegation of abuse that may be made against a member of Continental Star Football Club staff. Continental Star Football Club will always act to protect its members from abuse or exploitation.
- Continental Star Football Club will work with the appropriate referral agencies.
- Principles
Core Principles – the following core principles will apply in responding to suspicions, allegations or incidents of abuse involving vulnerable persons.- Privacy – the right of individuals to be left alone or undisturbed and free from intrusion or public attention into their own affairs.
- Dignity – recognition of the intrinsic value of people regardless of circumstances by respecting their uniqueness and their personal needs; treating people with respect.
- Self-Determination – the person’s right to self-determination and involvement in decision-making is promoted to its fullest capacity.
- Enabling – the person is enabled to protect himself or herself from harm. A Member with a disability will be supported as appropriate through the process.
- Awareness and involvement – the awareness and involvement of other agencies, organisations and the public is raised and promoted and with it a commitment to respond.
- Legal rights – the vulnerable person and the allege abuser has the right to the protection of the law.
- Definitions
- The term “vulnerable” adult refers to any person aged 18 years and over who is or may be in need of community care services by reason of mental or other disability, age, illness and who is or may be unable to take care of himself or herself, or unable to protect himself or herself against significant harm or serious exploitation.
(and Procedures for the Protection of Vulnerable Adults from Abuse)- Abuse – Somebody may abuse a vulnerable Member by inflicting harm, or by failing to act to prevent harm. Vulnerable Members may be abused within a dependent relationship or, more rarely, by a stranger. Abuse can be intentional or unintentional. There are 6 categories of abuse, which are physical, sexual, neglect, emotional or psychological and financial. It is not unusual for a vulnerable Member to suffer more than one kind of abuse. Abuse may be a part of a pattern of behaviour or an isolated incident.
- Categories of Abuse
- Emotional/Psychological Abuse – Emotional abuse is the persistent emotional ill treatment of a person such as to cause severe and persistent adverse effects on the vulnerable person’s emotional development. It may involve conveying to the person that they are worthless or unloved, inadequate or valued only in so far as they meet the needs of another person. It may cause vulnerable persons to feel frightened or in danger. Some form of emotional abuse is involved in all types of ill treatment, though it may occur alone.
- Physical Abuse – Physical abuse may involve hitting, shaking, throwing, poisoning, burning, scalding, drowning, suffocating or otherwise causing physical harm to a vulnerable person. Physical harm may also be caused when a parent/carer feigns the symptoms of, or deliberately, causes ill health to the person for whom they are caring. This situation may be described as fabricated or induced illness by carer.
- Sexual Abuse – Sexual abuse involves forcing a child, young person or vulnerable adult to take part in sexual activities, whether or not the person is aware of what is happening. The activities may involve physical contact, including penetrative or non-penetrative acts. They may involve non contact activities, such as involving vulnerable persons in looking at, or in the production of, pornographic material or in watching sexual activities, or encouraging persons to behave in sexually inappropriate ways.
- Neglect – Neglect is the persistent failure to meet a vulnerable person’s basic physical and/or psychological needs and is likely to result in serious impairment of the person’s health or development. It may involve the failure by the parent/carer to provide adequate food, shelter and clothing, failure to protect a child from physical harm or danger, or the failure to ensure access to appropriate medical care or treatment. It may also include neglect of, or unresponsiveness to, a person’s emotional needs.
- Financial Abuse – Financial abuse is the theft of money or property, or exploitation which leads to the vulnerable person being put at a financial disadvantage.
- Procedures
The Nominated Vulnerable Person Officer shall be the Welfare Officer. In their absence this role will transfer to the Chairman and or General Manager.- If a member of Continental Star Football Club staff suspects or is told that abuse of a vulnerable person may have taken place they must inform the appropriate VUNERABLE PERSON OFFICER within 24 hours.
- If an allegation of abuse is made against a member of Continental Star Football Club staff the Chairman may suspend the member from duty pending an investigation and the holding of a formal disciplinary hearing, in accordance with the clubs diplomacy procedures. Such a suspension is not a disciplinary act.
- The implementation of these procedures will be reviewed annually at a meeting chaired by the Chairman and attended by the Vulnerable Members Protection Officer and the General Manager, General Secretary.
